FILE - This Sept. 22, 2014 file photo shows a body camera on the uniform of a Los Angeles County Sheriff's deputy at department headquarters in Monterey Park, Calif. The largest sheriff's department in the U.S. doesn't have a policy for body cameras after years of studying the issue. So hundreds, and perhaps thousands, of deputies have taken matters into their own hands and purchased the cameras themselves. The camera shown may not be the type that deputies are currently buying on their own. (AP Photo/ Nick Ut, File)
