ALHAMBRA, CA - JULY 25: The dispatch board shows the distribution of the state?s electricity at the California Independent System Operator (Cal ISO) Alhambra Control Center after a Stage 1 power emergency was announced July 25, 2006 in the Los Angeles area city of Alhambra, California. During a Stage 1 power emergency, residents are encouraged to conserve as much electricity as possible to avoid a Stage 2 emergency. A Stage 2 alert means that remaining available power has fallen below five percent and some businesses will voluntarily shut down parts of their operations in exchange for discounted rates. A Stage 3 alert would mean that power resources have fallen so low that ?rolling blackouts? must be implemented to prevent a failure of the power system. (Photo by David McNew/Getty Images)
